Information Technology Forum to Feature 'UMBC Visionaries'

The topic is "The Future of eGovernment"
A forum on “The Future of eGovernment” will be held Tuesday, October 4 from 7:30-9:30 a.m. at Baltimore Marriott Waterfront, 700 Aliceanna Street, Baltimore.

The featured speaker will be Dave McClure, Ph.D., research director, Gartner’s Government Industry Advisory Services group.

Dr. McClure has expertise in several IT management areas, including business case development, strategic and project portfolio management, IT performance management, public sector CIO organizations, IT sourcing strategies, and e-government implementation.

Prior to joining Gartner, he was vice president for eGovernment and Technology at the Council for Excellence in Government in Washington, D.C. He developed collaborative, “best practice” engagements between public and private sector leaders that focused on the use information and communication technology to improve the performance of government. He created the Council’s CIO SAGE Group (Senior Advisors to Government Executives), comprised of noteworthy former public sector CIOs who serve as advisors and mentors to CIOs and other senior executives in state and local government. He also helped lead the Council’s Homeland Security from the Citizen’s Perspective initiative, combining citizen town halls, inter-governmental working groups, and a major national poll to galvanize citizen input and needs into national homeland security capabilities. He also helped direct the e-Government Fellows program.

Before August 2002, Dr. McClure was Director for Information Technology Management Issues at the US General Accounting Office (GAO), where he conducted government-wide evaluations of IT investment and performance measurement issues, monitoring agency implementation of major IT management improvement efforts, evaluating the progress being made with electronic government initiatives, and reviewing agencies' IT workforce planning strategies. He was involved in constructing key IT reform legislation, including the Clinger-Cohen Act, the Paperwork Reduction Act, and the eGovernment Act and served as an ex officio member of the federal CIO Council.
