Ukraine Electricity Prices: Household Tariffs to Rise Annually from 2026

From 2026, Ukraine’s household electricity prices will rise annually by 10–20%. By 2028, the tariff may exceed 6 UAH per kWh, according to forecasts.

Starting in 2026, electricity prices for household consumers in Ukraine will increase annually by 15% with a possible fluctuation of 5% (ranging from 10% to 20% depending on the year). These figures are included in the revised scenario conditions for the country’s economic development in 2026–2028, as stated in the Ministry of Economy’s letter No. 3011-02/30287-03, reports Baltimore Chronicle with reference to Ekonomichna Pravda.

According to the document, household tariffs will rise step by step every year, which could significantly impact Ukrainians’ utility bills in the coming years. The Ministry forecasts an average increase of 15% each December compared to the same month of the previous year.

Meanwhile, the National Energy and Utilities Regulatory Commission (NEURC) has approved an increase in distribution tariffs for several distribution system operators (DSOs, regional power suppliers). These adjustments came after tariff structure reviews and inspections of operators’ performance in previous years.

The regulator emphasized that the additional funds will be directed to repay debts owed to NPC Ukrenergo and to prepare the energy system for the heating season. This measure is expected to stabilize operators’ financial positions and secure uninterrupted electricity supply during peak demand periods.

Currently, households pay 4.32 UAH per kWh, while the night tariff is set at 2.16 UAH per kWh. If the upward trend continues, by the end of 2028 the base electricity price for households may exceed 6 UAH per kWh.
