The Antimonopoly Committee of Ukraine fined Svetofor LLC and Avtomoznak LLC in the total amount of UAH 20,680,596 for collusion during bidding for the purchase of state license plates for vehicles.
As Ukrinform reports, the press service of the AMCU reported this.
It is noted that the committee found that Svetofor LLC and Avtomoznak LLC, when participating in such tenders, did not act independently, but coordinated their behavior in order to eliminate competition.
The identified facts in their totality indicate joint and coordinated behavior of companies during preparation and participation in tenders, synchronicity of actions, connection through the same persons and exchange of information.
We are talking about auctions held by the Main Service Center of the Ministry of Internal Affairs in 2021 and 2022. The total cost of the two procurement procedures was UAH 920,286,863.
The AMCU notes that according to the Law “On Public Procurement”, the basis for refusal to participate in the procurement procedure is the fact that the enterprise (participant) has been held accountable over the past three years for committing anti-competitive concerted actions related to distortion of tender results.
