Ukraine has decided to “freeze” the cost of living and the minimum wage for the next three years.

This was stated by Oleg Pendzin, an expert at the Economic Discussion Club, on air at Ukrainian Radio.

According to him, several weeks ago the Ukrainian government adopted a budget declaration for the next three years. It contains information about what will be included in the state budget in the period from 2025 to 2027.

“Neither the subsistence minimum nor the minimum wage will be indexed there. That is, due to the lack of funds, 3 thousand for the subsistence minimum and 8 thousand for the minimum wage for the next three years are “frozen”.

At the same time, only in 2025, according to the macroeconomic forecast, which is included in the budget declaration, inflation is expected at the level of 10%,” Pendzin said.

He also added that Ukraine is living in a state of war and there are huge challenges for the survival of the state, but “there are things that definitely cannot be postponed until the post-war period.”

“There are things that must be resolved fairly quickly, because this is the survival of people, including those who have these funds as a single social income and are far below the poverty line,” he added.

Earlier, the Ministry of Social Policy of Ukraine published statistics on the actual size of the living wage both for one person and for the main social and demographic groups of the population.

According to the ministry, food costs amount to more than UAH 3,700, non-food products – UAH 1,196, utility bills – UAH 1,200, and communication services – UAH 67.

Recall that the Ukrainian government adopted the draft budget for 2024 on September 15.The document provides for the budget's own general fund revenues of UAH 1 trillion 560 billion and general fund expenditures of UAH 3 trillion 108 billion.

Citizens' salaries will increase. The average salary in 2024 will be UAH 21,852.

The budget itself provides for an increase in the minimum wage. In 2024, it will be increased in January from UAH 6,700 to UAH 7,100 and in July to UAH 8,000.
