In August, payments will be received by the most vulnerable IDPs, for whom benefits were automatically extended for six months on March 1.
If the average monthly total income per family member is less than UAH 9,444, payments may be provided to the following categories:
- persons caring for a child under three years of age or a child in need of care under six years of age
- families with children under 18 and/or under 23 years of age who are full-time or dual students in vocational (vocational-technical), vocational higher and higher education institutions
- persons providing social services on a non-professional basis
- students who apply independently under the age of 23
- persons with group III disabilities
- families of pensioners
Persons over 55 years of age are also eligible for an automatic extension of payments.
Payments for internally displaced persons may be terminated two months after the reassignment of assistance if the person is unemployed, does not care for children or people with disabilities will not take steps to find employment.
Meanwhile, the Ministry of Social Policy is developing a new instrument of state support for internally displaced persons – a rental subsidy, which may begin to operate as early as 2024.
The department says that the current assistance for living expenses for IDPs (Cabinet Resolution No. 332) does not solve many problems – it does not take into account the difference in prices for rental housing in different regions, does not protect against sudden changes in living conditions or urgent eviction, and does not stimulate landlords enter into formal contracts.
