The Finance Ministry and MPs are considering two possible scenarios.

The Finance Ministry is preparing changes to taxation for online services Bolt, Uber, Uklon, Glovo. The Cabinet of Ministers and the Verkhovna Rada are considering two possible concepts.

According to the first concept, online platforms will become information agents and will only transmit data on users' income to the tax authorities (taxi drivers, couriers). In turn, users will be able to register as self-employed and will pay 5% tax on their turnover.

It is noted that for this, it will not be necessary to operate a sole proprietorship or submit reports – it is enough to open a special bank account from which taxes will be automatically transferred.

The second concept, promoted by the head of the Rada's financial committee Danylo Getmantsev, provides for strict conditions.

Online platforms will become tax agents and will themselves be responsible for withholding and paying taxes on the earnings of their users. For example, when a taxi service transfers funds to the driver for an order, he will have to immediately calculate taxes from them, and then pay them to the budget and report to the tax office.

The second option would be easier to administer, but you services do not want to be tax agents, the publication notes.

Recall that the Verkhovna Rada will not vote for a bill to increase a number of taxes until September, and the concept of the document itself has changed.

The head of the IMF in Ukraine Gavin Gray supports the authorities' decision to increase taxes for the population.

In Ukraine, rates on the main taxes may be raised as early as 2024 – such a decision was prepared by the government. And from 2025, taxes will also be raised for individual entrepreneurs. The purpose of such changes is to balance the budget, the ability to continue the defense of Ukraine, as well as insistence from international partners.
