 Pensions to be Raised in Ukraine: Who and When

The official also once again announced pension reform.

As early as 2025, Ukrainians will see two stages of pension increases: indexation, which will take place in March, and an increase in the amount of payments for some pensioners in the summer. However, an increase in social payments is possible after changes in legislation.

This was stated by the Minister of Social Policy Oksana Zholnovich during a telethon.

“There will be enough for indexation despite the fact that the budget transfer from state funds has been reduced… We have money for indexation. We are planning it,” she said.

According to her, there is currently a positive trend towards increasing the payment of the single social contribution (SSC). The minister calls for paying “legally” because the payment of the SSC is distributed among pensioners and allows for an increase in their payments.

Zholnovich also announced a pension reform that the Verkhovna Rada should adopt. Increase

“We are planning to raise pensions even more in the summer, transferring them taking into account the pension reform that we are currently finalizing,” she said.

According to her, the increase in pensions will mostly affect Ukrainians who retired long ago. “They will all receive an increase. It will depend on the size of the unified social contribution that they paid, their length of service,” Zholnovich said.

The minister also noted that large pensions will not be cut: “Nobody will have anything reduced. Those who have large pensions will receive them at their level, we cannot reduce them.”

As reported, not all pensioners will receive payments in October. The restrictions will affect persons with IDP status, which they received before February 24, 2024, but have not passed identification.
