Social assistance is provided for pensioners without sufficient work experience.
In 2024, Ukrainians have the right to retire after reaching 60, 63 and 65 years, depending on the amount of insurance experience acquired.
According to the law, in 2024 you can retire:
- at 60 years old – if you have at least 31 years of insurance experience;
- at 63 years of age – with at least 21 years of insurance experience;
- at 65 years old – with 15 years of insurance experience.
If you have less than 15 years of insurance experience, you can expect to receive a social pension.
Social pension if you don’t have enough experience
Ukrainian citizens who have reached retirement age but are not entitled to a pension due to the lack of the required insurance experience are paid temporary assistance or a social pension.
The procedure for assigning financial assistance is regulated by the Resolution of the Cabinet of Ministers of Ukraine No. 1098 dated 27.12.2017 “On the Procedure for Assigning Temporary State Social Assistance to an Unemployed Person Who Has Reached the General Retirement Age, but Has Not Received the Right to a Pension Payment.”
A social pension by age without work experience is transferred every 6 months based on property configurations and average monthly total income.
Amount of social pension
The amount of social pension is the difference between the subsistence minimum for disabled persons (2361 UAH) and the average monthly family income per person over the past six months. The social pension has a limitation, its size cannot exceed 100% of the subsistence minimum for an able-bodied person, which is 3,028 hryvnia.
Documents are required to assign social assistance
To receive temporary state assistance, a person must contact the social protection authorities at the place of registration or actual residence. In case of registration of a pension not according to the registration, it is necessary to add a certificate of non-receipt of such assistance from the Department of Labor and Social Protection of the Population at the registered place of residence.
To register a social pension, it is necessary to provide with the corresponding application:
- passport and identification code,
- certificate from the Pension Fund on the acquired insurance period,
- declaration of income and property status for the last six months,
- copy of the court decision on the appointment of a guardian, if the person is recognized as incapacitated.
