Ukrainians are often denied state assistance for paying for housing and communal services in various cases.
In Ukraine, some citizens may be denied state assistance.

Payments are provided to citizens who spend more than 15% of their total family income on paying for utilities. However, there are certain conditions under which a subsidy may be denied.
A subsidy is not assigned if:
- the total area of the housing exceeds 130 sq. m for apartments or 230 sq. m for houses
- there is a car in the property that was manufactured less than five years ago (except for a moped and trailer)
- if there is more than one vehicle manufactured in the last 15 years (except for a moped and trailer)
- a family member has an income less than the minimum wage and does not pay taxes
- there is a debt for utility payments for more than three months in the amount of more than 40 non-taxable minimums (680 hryvnia)
- a family member has not paid alimony for more than three months
- the family has unregistered income or purchases in the amount of more than 50 thousand hryvnia
- having a deposit in excess of UAH 100,000
- owning more than one residential property (except for housing in the temporarily occupied territories and on the contact line, as well as owned on the basis of common joint or shared ownership and located in rural areas)
We remind you that Deputy Minister of Social Policy Daria Marchak reported that Ukrainians who have not yet submitted documents for subsidies for the 2024-2025 heating season have the opportunity to do so before November 30.
In this case, they will be credited with assistance “retroactively”, starting from October 1. If documents are submitted after this date, but before December 1, payments will begin from the month of application.
To submit documents, it is not necessary to personally visit the Administrative Service Center or the Pension Fund – this can be done online. In addition, a simplified submission format has been in effect since the spring of 2023. Now you can submit only one document, indicating family members, and the Pension Fund will collect the rest of the information itself.
