Changes await Ukrainians in the last month of autumn.

A number of changes concerning martial law, mobilization, customs and various payments are planned in Ukraine from November 1, 2024.

Continuation of martial law

In Ukraine, martial law and general mobilization were extended for another 90 days – from November 10, 2024 to February 7, 2025. This was the 13th vote since the beginning of Russia's full-scale invasion of Ukraine.

Pension size

In November, some categories of pensioners will receive increased benefits. This applies to pensioners who reach 70, 75 and 80 years of age.

Age-related increases will be distributed as follows:

Monthly age-related increases will be calculated automatically. There is no need to contact the Pension Fund of Ukraine. There will be no pension increase in November for other categories of pensioners.

Also in November, pensioners who are eligible for payments from the United Nations World Food Programme (WFP) will be able to receive additional funds.

Payments for IDPs from November 1

Payments for IDPs in difficult living conditions have been extended until February 2025. That is, no changes in the calculation of benefits are envisaged from November 1. That is, if the financial and property status of the IDPs has not changed, then benefits will be paid until February 2025.

However, pensioners from the IDPs who were registered before February 24, 2022, must undergo the identification procedure every six months. This is required to confirm payments to the designated person.

Utility rates in November

For most Ukrainians, November will not see any significant changes in the way they charge for gas, water or electricity. However, the last month of autumn will still bring some changes in utility rates for certain categories of consumers.

How much will we pay for gas

In November, the price of gas for household consumers using Naftogaz services will remain at UAH 7.96 per cubic meter. Gas prices from other suppliers will range from UAH 7.7 per cubic meter to UAH 9.90.

Cash assistance in November

In the 2024-2025 heating season, Ukrainians will have the opportunity to receive additional state assistance for the purchase of solid fuel.

The amount of additional support is determined for each household individually based on the increased cost of solid fuel. Payments will be provided approximately by the end of December 2024.

Electricity tariffs in Ukraine in November

In November, there will be no changes in the calculation of charges for consumed electricity. The current electricity tariff for household consumers is valid from June 1, 2024 and is 4.32 UAH per kWh. If you have a two-zone meter, the night rate will be 2.16 UAH per kWh. These tariffs will be valid until the end of April 2025.

Also, from October 1, 2024 to April 30, 2025, owners of electric heating systems will be able to take advantage of a preferential tariff, which will be UAH 2.64 per kWh, provided that monthly consumption does not exceed 2,000 kWh.

New speed limits on roads in November

From November 1, 2024, speed limit rules will change in all cities of Ukraine. The maximum permissible speed on roads will be 50 km/h. At the same time, traffic rules remain unchanged – the “winter period” regulations come into force, when the level of danger for road users increases.

In this regard, new signs will be installed on certain sections of roads where the speed limit was previously 80 km/h, limiting the speed to 50 km/h.

New EU border crossing rules from November

New border crossing rules will come into force in EU countries from 10 November 2024. A new IT system, EES (Entry/Exit System), will be launched at borders.

The system will automatically record the entry and exit of all foreigners arriving in the Schengen area, including citizens of non-EU countries such as Ukraine, regardless of whether they use a visa or a visa-free regime.

Important: the visa-free regime for Ukrainians remains in force, and no additional taxes or fees are introduced. The innovations concern only document verification procedures.

After the launch of the EES, facial and fingerprint scanning will be used instead of stamps in the passport. Biometric data (face photo and fingerprints) will be taken once upon first entry and stored in the system for three years. There is no need to give them again.

Hryvnias are being withdrawn from circulation: which banknotes need to be gotten rid of

Starting in November 2024, the National Bank of Ukraine will begin withdrawing old 50 and 200 hryvnia banknotes issued between 2003 and 2007 from circulation. These banknotes will gradually be replaced with new ones that have a more modern design and improved security features, which have already been in circulation since 2014.
