 What will happen to utility rates in 2025: NBU forecast

The rates are expected to remain unchanged over the next year.

The National Bank of Ukraine predicts that rates for gas, heating and hot water will remain unchanged for at least another year. However, from 2026, tariffs will have to be gradually increased.

This is stated in the new inflation report of the NBU.

As stated in the report, the NBU expects that during 2024-2025, the current tariffs for gas, heating and hot water supplies will not be revised.

“However, given the difficult situation in the energy sector, it is predicted that from 2026 these tariffs will gradually be brought to their economically justified levels,” the National Bank noted.

There, uncertainty with the timing and amount of adjustment of tariffs for utilities is considered as a separate risk for the inflation forecast. Thus, in the case of a rapid increase in tariffs, inflation will be higher. There will also be a need to increase subsidies to the population.

If the tariff increase is delayed, the inflation rate will be lower. At the same time, quasi-fiscal imbalances will accumulate, the financial condition of state energy companies will deteriorate. Therefore, the risks of energy market instability will increase, the investment potential of the industry will worsen, while price pressure will be postponed for the future.

Recall that expert Oleg Popenko said that in 2025 we should expect an increase in utility tariffs. This is confirmed by the fact that the memorandum between Ukraine and the IMF clearly notes the need for such changes.
