Of all Ukrainian banks, only 12 financial institutions out of 39 that took part in the NBU survey provided loans for the purchase of housing in September.

The NBU records a decline in mortgage lending in Ukraine. In September, banks issued 681 mortgage loans for a total of UAH 1.2 billion, which is slightly less than in the previous month.

This is stated in the NBU report on the results of a monthly survey of banks on mortgage lending in September 2024.

The NBU noted that the volume of mortgage loans provided to the population in September 2024 decreased by 1.8% compared to August 2024, and by 0.6% compared to September last year.

Of all Ukrainian banks, only 12 financial institutions out of 39 that took part in the survey provided loans for the purchase of housing in September. At the same time, in the conditions of the ongoing war, a constant trend is observed: most transactions are concluded on the secondary real estate market.

At the same time, the undisputed driver of the mortgage segment of banking services is the state program of preferential lending “eHouse”. Almost all loans for the purchase of housing were issued by Ukrainians within the framework of this program.

The NBU also added that the average weighted effective rate on mortgage loans in September increased by 0.1% compared to August, reaching 8.3% per annum.

As for regional statistics, the largest amount of housing on mortgage was purchased in the capital and Kyiv region, while the top three leaders included Lviv and Odessa regions.

We remind you that Ukrainians who became internally displaced persons as a result of the war have improved conditions for purchasing housing under the “eHome” program. The government has amended the terms of affordable mortgage lending for Ukrainian citizens “eHome” for internally displaced persons (IDPs) and their first-degree family members. In particular, the Cabinet of Ministers has significantly increased the age of housing available under the “eHome” preferential lending program.
