 The Verkhovna Rada adopted the state budget for 2025: main expenditure items

The priority is security and defense, which will receive 26.3% of GDP.

The Verkhovna Rada adopted the law on the state budget for 2025.

This was reported by the press service of the Ministry of Finance.

Security and defense. Expenditures will increase to UAH 2.23 trillion, which is UAH 47.6 billion more than the revised plan for 2024.

Business support. UAH 18 billion has been allocated for the development of entrepreneurship within the framework of the “5-7-9%” program, and UAH 3 billion for the Innovation Development Fund.

Social protection. The budget provides UAH 420.9 billion for this item. Of these, transfers to the Pension Fund will amount to UAH 236.9 billion. (PIM) – UAH 1.1 billion, including the construction of housing for large families and the development of social services.

Support for veterans.The budget provides UAH 10.5 billion for this, of which UAH 2.9 billion is allocated to finance support specialists, UAH 1.7 billion for mental, physical and psychological rehabilitation and professional adaptation of veterans, and for programs of the Ukrainian Veterans Fund. Within the framework of the PIM, an additional UAH 4.9 billion has been allocated for public investment projects, including the construction of housing for veterans.

It is planned to allocate UAH 198.9 billion for this item. Within the framework of the PIM, an additional UAH 11.8 billion has been allocated for the modernization and improvement of the material and technical base of educational institutions and the arrangement of shelters.

Healthcare.Healthcare funding will amount to UAH 217 billion, which includes covering expenses for the medical guarantees program (UAH 175.5 billion), purchasing medicines and medical products (UAH 11.8 billion), upgrading medical institutions, purchasing equipment, and creating rehabilitation centers.

Community support. The local budget resources will increase by 15% compared to 2024 — from UAH 285.1 billion to UAH 327.7 billion, and an additional subsidy for local budgets, which will increase to UAH 36.5 billion, including in support of de-occupied territories. The basic subsidy will increase to UAH 25.5 billion, and the introduced reverse subsidies will allow for more efficient distribution of development resources — UAH 1.0 billion.

Culture and media space. UAH 10.3 billion is allocated to support culture and the media space.

Science. UAH 14.5 billion is allocated to finance science, which is aimed at supporting research projects, modernizing scientific infrastructure, and grants for priority research. Particular attention will be paid to developments in the defense industry and energy security.

Digital transformation. UAH 4 billion has been allocated for the digital transformation of priority industries.

Sports. Financing for the sports industry will amount to UAH 5.7 billion.
