Applications for the benefit will begin to be accepted in early December.

The one-time state aid “Winter Support” in the amount of 1 thousand hryvnia, which has already been nicknamed “Zelensky's Thousand” by the people, will be provided to Ukrainians who are on the territory of our state, including children.

This was reported by the Government Portal.

The program will be in effect from December 2024 to February 2025.

Who can receive assistance

Applications for benefits will be accepted at the beginning of December. The system will check information about the stay of benefit recipients in Ukraine. The payment is intended not only for adults, but also for children. One of the parents will be able to order the payment to their account for each of their children through “Diyu”. The money can be spent until the end of 2025.

How to apply

Using the “Diya” app:

Legal guardians of minor children, people who do not have RNOKPP due to religious beliefs, or older people aged 65+ who do not have “Diia” – can apply for payment of assistance to one of the listed partner banks of the program. The bank will open a recipient card “National Cashback”, to which the assistance will be sent.

With the help of “Ukrposhta”

Pensioners and people with disabilities of groups 1 and 2 who receive payments through Ukrposhta will be able to receive “Winter e-support” also through Ukrposhta. The list of those who can receive assistance through Ukrposhta is formed by the Ministry of Social Policy. Those who are included in the list to receive funds through Ukrposhta cannot apply through “Diia”.

They will be able to spend the funds through Ukrposhta – to pay for utilities or purchase goods of Ukrainian production.

What can you spend it on

The money can be spent on paying utilities, purchase of medicines and books, medical services, education, as well as transportation, mobile communications, insurance, etc.

The funds can be spent both online and offline, but only on the specified categories of expenses. Banks will recognize the category when paying with a card using MCC codes. This is a code assigned to a retail outlet and characterizes the direction of the business.

Citizens who do not need support from the state may not apply for it, or send it to the Armed Forces of Ukraine or purchase military bonds. A number of charitable foundations have already expressed interest in attracting donations.

In total, the government will allocate 5 billion hryvnia for “Winter Support”, transferring funds from the cashback program.
