Every Ukrainian in the country has the right to receive the payment
Since December 10, Ukrainians have been receiving payments of one thousand hryvnias, as provided by the Winter Support program. According to the program, every Ukrainian, including children, has the opportunity to receive one thousand hryvnias to pay for services and goods.
More than 2.3 million Ukrainians received payments. However, there was some fraud and attempts to withdraw these funds into cash.

How many Ukrainians applied for installments
According to the Ministry of Economy, as of December 11, 6.3 million Ukrainians applied for payments under the Winter Support program. In particular, 1.7 million applied for payments for children. As noted by the ministry, about 110 thousand applications were rejected due to, in particular, citizens living abroad.
As the Minister of Digital Transformation of Ukraine Mykhailo Fedorov reported on Telegram, payments under the program are made within 10 working days from the date of application.
Many Ukrainians apply for payment through the Diia app. According to the Minister of Economy Yulia Svyrydenko, applications in Diia are mainly left by people aged 30-40, the majority of whom are women.
Who will be paid first
According to the Ministry of Economy of Ukraine, during December 10-11, 1.8 million adult Ukrainians will receive a thousand hryvnia, and payments will also be made for 520 thousand applications for children.
Deputy Minister of Economy Nadezhda Bigun said during the telethon that the first payments of money began in the evening of December 10.
“Since we have a period of 10 working days from the date of the application, accordingly, payments began yesterday for people who applied on December 1. This is 2.4 million people. Accordingly, these payments are currently ongoing,” she said.
According to the deputy, partner banks must pay out funds to Ukrainians who applied on December 1 within December 11.
“But almost half of the transactions have already been completed. Therefore, people can already see these funds in their accounts,” the official added.
As Mikhail Fedorov noted, if you do not see payments on the relevant card, this means that the bank has not yet processed your application. The Minister of Digital Transformation noted that there is no need to worry, because each application will be processed.
He also reported that as of December 11, more than 2.3 million Ukrainians have already received financial assistance from the state in the amount of one thousand hryvnia.
Ukrainians withdrew “Zelensky's thousand” in cash
EasyPay CEO Oleksiy Avramenkosaid that unfriendly Ukrainians had invented a way to withdraw a thousand hryvnias of “Winter e-Support” into cash. Namely, citizens deposited a thousand into a mobile phone account, and then withdrew them from the mobile account through terminals. Therefore, the “money refund” function for mobile operators Vodafone and lifecell had to be turned off.
“Since the “especially smart” Ukrainians who decided to desecrate the idea of one thousand hryvnias of “Winter e-Support” in this way are “especially smart”, the service will not work for everyone, due to the improper use of state aid,” Avramenko noted.
The company's director also called on the Ministry of Digital Transformation of Ukraine, the Cabinet of Ministers of Ukraine, Vodafone Ukraine and lifecell to pay attention to this opportunity.
Fraudsters use “a thousand from Zelensky” in their schemes
In the Chernivtsi region, a woman became a victim of fraudsters and lost almost 100 thousand hryvnia.
The victim wanted to receive “a thousand from Zelensky” by clicking on a link in a messenger.
In particular, she saw an ad about the possibility of allegedly receiving a payment under the “Winter e Support” program. Subsequently, by clicking on the link, the victim registered, where she indicated confidential information. After that, all the money disappeared from her card – 98,960 hryvnia.
Police investigators entered information on this fact into the Unified Register of Pre-Trial Investigations under Article 190 (we are talking about fraud) of the Criminal Code of Ukraine.
Law enforcement officials note that scammers create phishing links to obtain bank details and confidential user information. As soon as a person enters this data on a fake site, funds disappear from their e-wallet, which the scammers easily appropriate.
Let's remind you how to avoid being scammed:
- Do not follow suspicious links
- Do not enter data such as username and passwords; bank account numbers; PIN codes (personal identification numbers); date of birth and CVV codes on unknown sites.
Information about any payments from the state is posted on official pages and websites. In particular,
“Winter e-support” can only be issued at banks or in the “Diia” application, or using “Ukrposhta”.
Threat of banking secrecy
Recently, social media users actively spread information that by issuing a thousand from Zelensky, the state can gain access to your cards and personal data. In particular, to join the program, you must agree to the processing of data on all transactions.
As Ekonomichna Pravda reports, in order to receive a thousand hryvnias within the framework of the “Winter e Support” program, it is not necessary to provide permission to transfer data on purchases.
The article notes that joining the National Cashback program takes place in two stages: the first is to open a card in one of the partner banks, and the second is to connect the cards that will be used to pay for cashback. It is at this stage that you need to provide permission to transfer purchase data.” However, bank users can simply open a card and not go to the second stage of providing the state with access to payment information.
“We saw that some banks did not allow creating a card without sharing transactions on other cards. Since the last update, all banks except Privatbank have already fixed this, and for them, creating a card is not associated with sharing transactions,” Deputy Minister of Economy Nadezhda Begun told EP.
As explained to EP in “Privatbank”, technically the option of receiving a thousand hryvnia from the state is based on the “Natcashback” technology, where in order to receive funds you need to provide permission to information about settlements.
At the same time, after creating a card, the client can refuse to participate in the “National Cashback” program and revoke permission to view transactions.
The threat of banking secrecy due to participation in the “Winter e Support” program was noted by the people's deputy from the “European Solidarity” party Victoria Syumarand cybersecurity expert Konstantin Korsun.
According to Syumar, before registering “Zelensky's thousand”, it is worth remembering that we live in a world of artificial intelligence that analyzes your every step.
Cybersecurity expert Konstantin Korsun noted that programs like “Winter Support” and “National Cashback” create risks for banking secrecy. According to the expert, personal data can become a commodity on the black market, and the citizens who voluntarily provided it can suffer from their own actions.
The expert said that in the European Union, the topic of personal data protection is very sensitive information. There is a certain social demand for the protection of personal data, so the governments of EU countries are forced to react and introduce strict legislation.
According to Korsun, despite the fact that Ukraine has legislation on the protection of personal data, it does not work due to the lack of key security principles.
What can you spend a thousand on from Zelensky
In October, President Zelensky announced a new program of winter support for families, according to which every Ukrainian man and woman will be able to receive a thousand hryvnia to pay for goods and services. Applications from citizens in installments will be accepted until February 2025.
The money can be spent on paying for: utilities, medical services, educational services, purchasing medicines, books, clothing, bus and train tickets, military bonds, as well as on transport, mobile communications, insurance. In particular, the program provides for the opportunity to make donations to the Armed Forces of Ukraine.
The funds can be spent both online and offline, but only on the specified categories of expenses. Banks will recognize the category when paying by card using MCC codes. This is a code assigned to a retail outlet and characterizing the direction of the business.
