The decision to raise taxes retroactively in December was the result of wartime circumstances.

The head of the parliamentary committee on finance, tax and customs policy, Danylo Getmantsev, explained that the decision to raise taxes “retroactively” was forced and justified, although not ideal.

In an interview with Suspilne, he also assured that new tax changes are not envisaged in 2025, if there will be no critical need.

“Ukraine is fully provided with budget revenues for 2025. The 140 billion hryvnias that we receive thanks to the already adopted law are already included in the budget for next year, so we do not see any risks in the development of the baseline scenario. But we can have a pessimistic scenario – if there is a negative development of events at the front and additional revenues are needed, then certain decisions are not excluded,” Getmantsev noted.

According to the head of the committee, the decision to raise taxes retroactively was the result of wartime circumstances.

“It was a forced decision. The principled position was not to pass laws under the Christmas tree, but war changes approaches. They chose a bad, but easier option. For citizens from December 1, and for sole proprietors from January 1, 2025,” Getmantsev summed up.

Recall that on November 28, Zelensky signed the law on increasing taxes and military tax adopted by the Verkhovna Rada. The main thing in the law is to increase the military tax on all incomes of Ukrainians from 1.5% to 5% this year and 2025.

It is expected that in 2025, thanks to the increase in taxes, the annual budget revenues will increase by 141 billion hryvnia. Increasing the military tax rate from 1.5 to 5% will give 107.7 billion hryvnia.
