The subsistence minimum will be “frozen”.

From January 1, 2025, no increase in the subsistence minimum is expected in Ukraine.

According to the law on the state budget, the subsistence minimum per person from January 1 will be 2920 hryvnia, that is, it will remain at the 2024 level.

We remind you that the draft state budget for 2025 did not plan to increase the subsistence minimum and minimum wage. That is, the minimum wage will remain at UAH 8,000, and the subsistence minimum for able-bodied citizens – at UAH 3,028. However, if the economic situation improves, the government intends to revise these indicators.

In July 2024, the Ministry of Social Policy calculated that the subsistence minimum per person per month is UAH 7,064.62 without mandatory payments. Food expenses alone amount to UAH 3,700.
