Accumulative pension: when will it be introduced in Ukraine

Funded pension: when will it be introduced in Ukraine

The Ministry of Social Policy is preparing a large-scale pension reform.

A decision on pension reform and the introduction of funded pension may be made as early as this year. The system may start working in 2026.

This was announced by the Minister of Social Policy Oksana Zholnovych.

“The bill on the funded pension system has been developed by the Cabinet of Ministers. We have already completed the first round of approval with all central executive authorities. Now we are finalizing the reservations that were expressed and agreeing on the final figures with the Ministry of Finance,” she said.

According to the head of the Ministry of Social Policy, “in the coming months it (the bill – Ed.) will be submitted to the Verkhovna Rada so that we can introduce the entire legislative framework this year and begin technical preparations.”

During the operation of the funded pension system, part of the citizens' contributions goes to administrative expenses, and in order to reduce the amount of this administration, it is necessary to make high-quality IT services.

“This year, we are developing a certain IT system in the legislation, we are developing a concept of an economical and effective State Accumulative Fund, and God willing, we can start the first savings from 2026. This is our plan,” said Oksana Zholnovich.

As reported, pensioners can receive an additional 2,300 UAH. These payments will be provided only during martial law.
