 When will utility rates rise in Ukraine: new NBU forecast

In 2025, utility rates will remain stable.

Utility rates will remain unchanged in 2025. However, from 2026, a gradual reduction of tariffs to economically justified levels is expected.

This forecast was made by the NBU.

“The forecast is based on the assumption that individual tariffs for housing and communal services (gas, heating and hot water supply) will remain unchanged throughout 2025. However, the difficult situation in the energy sector and the state budget may lead to tariff adjustments in subsequent years. It is assumed that from 2026, a gradual reduction of tariffs to economically justified levels may begin,” the document says.

The department also noted that a long-term delay in raising tariffs for housing and communal services to an economically justified level may curb inflation, but at the same time will contribute to the accumulation of quasi-fiscal imbalances and the deterioration of the financial condition of state-owned energy companies.

“This will create additional threats to investment in the sector, increase the risks of instability in the energy market, and price pressure will only shift to the future period,” the NBU added.

Recall that the Cabinet of Ministers named a list of categories of citizens who will be granted benefits for payment of housing and communal services in Ukraine from 2025.
