Completion of "Winter e-Support": What "Zelensky's thousand" was most often spent on

Ukrainians spent 4.9 billion UAH on “Winter e-support”, or 57% of all utility costs.

In Ukraine, the acceptance of applications for payments under the Winter e-Support program (the so-called “Zelensky thousand”) has ended. 14.4 million citizens took advantage of the opportunity to receive 1,000 hryvnias of assistance during the three winter months during which the program lasted.

The press service of the Ministry of Economy reported this.

The state has already financed more than 10 million applications submitted to “Diyi” and through partner banks. In addition, 1.7 million people, including pensioners, people with disabilities and residents of frontline territories, received assistance through “Ukrposhta”.

What to do if you applied at the end of February and haven't received your money yet

“Payments are still ongoing. All applications submitted before the end of the day on February 28 will be processed. The funds can be used until the end of 2025,” noted Deputy Prime Minister and Minister of Economy Yulia Sviridenko.

The most popular service in “Diya”

Ukrainians submitted the largest number of applications through “Diia”, says the head of the Ministry of Digital Transformation Mykhailo Fedorov.

“Winter support has become the most popular service in history. In the first day alone, we received 2.5 million applications in “Diia”, and in three months of the program's operation – 12 million applications. This is also the fastest service for receiving funds in the world,” said Mikhail Fedorov.

How did Ukrainians receive benefits?

12.7 million in direct requests:

  • “Diya” – 12 million
  • Partner banks – 577 thousand.
  • Ukrposhta – 130 thousand.

1.7 million via Ukrposhta according to the lists of the Ministry of Social Policy:

  • Pensioners
  • People with disabilities
  • Residents of frontline territories

“Ukrposhta has become the link that ensured the availability of “Winter e-support” for every Ukrainian. For people with limited mobility, for residents of rural areas, for those living in frontline regions where there is simply no opportunity to use the banking network,” says Igor Smelyansky, CEO of Ukrposhta.

What did they most often spend the funds they received on?

  • Utilities – 4.9 billion UAH (57% of all expenses)
  • Telecommunications, in particular mobile communications – UAH 1.9 billion
  • Catering establishments — 443 million UAH
  • Medicine – 237 million UAH
  • Computer networks and information services – 234 million UAH
  • Charity, in particular, donations to the Armed Forces of Ukraine – 202 million UAH
  • Books and other printed products – 178 million UAH
  • Railway and bus passenger transportation, public transport – 120 million UAH
  • Theaters and cinemas — 80 million UAH
  • Postal services – 61 million UAH

The expenses cover the Winter e-Support program from December 10, 2024 to February 28, 2025. The total amount of funds spent by Ukrainians during this period is UAH 8.6 billion out of UAH 10.05 billion received through applications to Dii and through partner banks.

Let us recall that on October 25, 2024, President Volodymyr Zelensky announced a new program “e-Support” – one thousand hryvnia per person.
