External budget financing: Main creditors and donors of Ukraine in 2023

$42.6 billion was received from international partners to finance the budget this year, including about $5 billion in December. This is evidenced by data from the Ministry of Finance of Ukraine, reports the head of the Verkhovna Rada of Ukraine Committee on Finance, Tax and Customs Policy Danilo Getmantsev .

Top 5 lenders/donors, accounting for 95% of all external financing in 2023:

Grants (non-repayable assistance) amounted to 27% of total external financing of the budget. The overwhelming majority of them (94%) were provided by the United States.

According to Getmantsev, December became the second month in terms of revenues this year (the most was only in April). This acceleration allowed:

“Let me remind you that it was initially estimated at $42.3 billion, after the October changes to the budget it grew to about $44.5 billion. Consequently, there is a sufficient level of external financing, taking into account the intensification of the placement of government bonds by the end of the year,” he said.

Getmantsev noted that it should also be taken into account that part of the planned expenses is traditionally underfunded. In 2013 – 2022 The average level of implementation of the plan for general fund expenditures was 97%, including in 2022 – 92% (for 11 months of 2023 – 93%).

All external budget funding since the beginning of the war amounted to $73.7 billion. These funds covered priority non-military budget expenditures, primarily on the social sphere and reconstruction from the consequences of the war.
