In what areas do Ukrainians actively use housing certificates “єєВіднілння” – statistics

Among the regions that are leaders in the use by their residents of housing certificates “єВіднівненьня” today are the Kiev and Kharkov regions. In the second pair of regions, the leaders are Nikolaev and Chernihiv regions. This was announced by the head of the Committee on Issues of Organization of State Power, Local Self-Government, Regional Development and Urban Planning, the head of the Servant of the People party, Elena Shulyak.

Residents of these four regions purchased, in exchange for certificates, 650 new houses for a total amount of UAH 1.7 billion, while in total in Ukraine 940 new houses were spent on the purchase of new housing through certificates for a total of UAH 2 billion.

The statistics are as follows:

“The undisputed leader is the Kyiv region. It comes with a significant gap from other regions, since here Ukrainians exchanged 380 “єВіднівння” certificates for a total amount of 1 billion hryvnia for new houses,” explained Shulyak.

She also emphasized that it is possible to use a housing certificate for exchange not only for an apartment, but also for the purchase of a private house in the primary and secondary markets.

However, most of all, Ukrainians choose resale housing – 92% of “єВіднівння” certificates were exchanged for such housing. This can be corrected in the near future by a combination of the “єВіднівння” programs and the means of the “єОсеі” program. This possibility has already been officially provided.

The used certificate means that its owner has signed an agreement for the purchase and sale of housing on the primary or secondary market. But first, before doing this, the owner of the “єVіdnovlennya” certificate must reserve the appropriate funds. This means that the person has already decided which apartment or house he will soon purchase.

Currently, Ukrainians have reserved funds under 131 certificates for a total amount of UAH 282 million.

Shulyak recalled that before concluding a purchase or sale of new housing, a citizen must cancel his ownership of housing that was destroyed by the enemy. This must be done within 30 days from the date of booking the funds – not earlier. This is an important technical point.

“We have recently simplified this procedure – instead of contacting the BTI, the owner of the “єVіdnovlennya” certificate can contact any TsAP or notary who has access to the RPZM – our register of damaged and destroyed property. This will allow you to go through the cancellation procedure without queuing,” Shulyak emphasized.

At the same time, to finance the “єVіdnovlennya” program, for which a total of more than 10 billion UAH have already been spent, the Ministry of Community Development, Territories and Infrastructure noted that it is planned to use seized Russian assets, which today amount to about 17 billion UAH.

What is known about the “єUpdating” program

The first stage of the “єUpdating” program started on May 10. At first, it was only about providing citizens with up to 200 thousand UAH for the restoration of premises that received minor damage. The money can be used to purchase building materials, pay for construction work, as well as contractor services.

In July, the Cabinet of Ministers regulated relations related to the payment of compensation to people who independently repaired war-damaged housing. And from August 1, it became available to process compensation for destroyed premises. Owners of such properties will be able to spend the funds on the purchase or construction of new housing.

Ukrainians who have repaired damaged housing under the “єRenewal” program can now submit a report through the “Diya” portal. Previously, the service was only available in the application.
