The Tax Service, the Ministry of Economy and the Ministry of Health topped the anti-rating of the quality of open data – Opendatabot

Only 42% is the Open Data Quality Index in Ukraine – an indicator reflecting the principles of open data guaranteed by law: openness by default, efficiency and clarity, accessibility and use, and comparability. Opendatabot writes about this.

Who publishes the data

Government registry data, which must be public by law, still remains semi-open. More conscientious data is published by the Verkhovna Rada, the State Judicial Administration, the Ministry of Justice and the Ministry of Internal Affairs. The anti-rating was headed by the Tax Service, the Ministry of Economy and the Ministry of Health.

Less than half of open data in Ukraine meets international requirements.

Open data quality index

Currently, the open data quality index is 42.37%. By comparison, in the second half of 2023, the Index indicator was 37.11%.

The Russian invasion in one day set Ukraine back 6 years in issues of transparency and accessibility of public information. In the early days, the state closed the registries to protect information from the enemy.

After the break, some government agencies – data managers – began to publish sets, as before the war. However, the Open Data Index in Ukraine has still not reached the levels before the start of a full-scale invasion. Let us recall that by the beginning of 2022, the Index indicator was 57.6%.

The leaders in data quality invariably remain the Verkhovna Rada of Ukraine, the State Civil Service, the Ministry of Justice and the Ministry of Internal Affairs.
