AMCU allowed the French to buy Datagroup-Volya, but may prohibit the sale of Lifecell

The Antimonopoly Committee of Ukraine granted permission to the French company DVL Telecom, owned by billionaire Xavier Niel, to control the Datagroup-Volya Group and began considering cases of concentrations in the form of the acquisition by DVL Telecom of control over the Lifecell Group. This was reported by the AMCU press service.

“In During the consideration of applications for the acquisition of control by DVL Telecom over Lifecell LLC and Ukrtauer LLC, the Committee identified grounds for banning these concentrations,” the message says.

In particular, the AMCU believes that concentrations in the form of the acquisition by DVL Telecom of control over LLC Lifecell, LLC Ukrtauer and LLC Global Bilgi constitute a single transaction and will occur in accordance with one purchase and sale agreement, and a separate authorization for the acquisition by DVL Telecom » control over Global Bilgi LLC also cannot be provided by the Committee.

Also, when considering applications for the acquisition by DVL Telecom of control over the Lifecell Group, it became necessary to verify the control relationships of the participants in the concentration, in particular the Lifecell Group and Turkcell Group, with a person to whom personal special economic and other restrictive measures (sanctions) were applied by the decision of the National Security and Defense Council of Ukraine.

Recall that the French billionaire Xavier Niel intends to pay $500 million for Lifecell after how the transaction will pass all regulatory procedures.
