The National Bank has updated the procedure for performing interbank payment transactions in Ukraine in national currency through the NBU electronic payment system (EPS). This was reported by the regulator's press service.

Thus, changes have been made to the resolution of the NBU board of March 3, 2023 No. 16 “On approval of the Instruction on the performance of interbank payment transactions in Ukraine in national currency.”< /p>
In particular, the National Bank delayed the entry into force of paragraph 58 of Instruction No. 16 on the obligation of an EPS participant to credit funds for a payment transaction to the recipient’s account within an hour from the moment these funds are credited to the technical account of this EPS participant in the EPS Processing Center (TSOSEP) from May 1 2020 to January 1, 2025.
“Such a deferment will allow EPA participants to make the necessary improvements to their automation systems and rebuild the relevant business processes to ensure compliance with this requirement,” says the NBU message.
In addition, changes to the Instructions for performing interbank payment transactions in Ukraine in the national currency it is provided for:
expansion of the list of exceptions from the obligation of the EPS participant to ensure that funds for the payment transaction are credited to the recipient’s account within an hour with exceptions for:
- preliminary crediting of funds for a payment transaction to a separate account, determined by the regulatory legal act of the National Bank on protective measures and determining the procedure for carrying out individual transactions in foreign currency, in order to ensure that the EPS participant performs the functions of a currency supervision agent for the compliance of the transactions carried out with the currency legislation of Ukraine; performance of technological work by the BOT participant to service the automation system of the BOT participant, as a result of which the payment transaction cannot be completed within the established time frame, provided that such technological work is carried out during times of the least activity of clients' payment transactions and the TsOSEP and clients are notified about them in advance indicating the date and time of their implementation and the expected duration of execution.
establishing an obligation for a non-bank payment service provider to include information about it in the directory of non-bank payment service providers, ensure appropriate adaptation of its software and hardware to the electronic banking technology and receive:
- from the National Bank confirmation of full interaction with the bank/branch of the bank – an SEP participant, in which/what kind of current account is opened for him at the SEP stand; from the bank/branch of a bank that is a participant in the BOT, in which a current account has been opened for him, confirmation of full interaction with the specified bank/branch of a bank that is a participant in the BOT.
The specified changes were approved by Resolution of the NBU Board of March 27, 2024 No. 36, which comes into force on March 29, 2024.
