“Our goal is so that on the map of Europe there are no countries left with which we have a permit system for transportation, and our transport companies can deliver goods to any country without additional restrictions. That is why we are working to liberalize freight transport with other countries.

More than 10 years ago, an Agreement on road transport between our countries was signed, during which time the trade turnover between Ukraine and Montenegro increased sevenfold. This is confirmation that the liberalization of freight transportation is relevant and will benefit both states,” emphasized Deputy Prime Minister for Reconstruction – Minister of Community Development, Territories and Infrastructure Alexander Kubrakov.

In addition to freight transportation, the ministry’s team is working on the development of regular and irregular bus services between states.

“It is important to ensure the availability of permits for non-scheduled flights and the possibility of opening regular services. Soon we expect the opening of the first regular route from Kyiv to Budva. As for irregular permits, this year there are regular universal permits and permits for shuttle flights with a unique opportunity to replace a group of passengers up to 10%,” said Deputy Minister of Development of Communities, Territories and Infrastructure Sergei Derkach.

Also During the negotiations, the question was raised about the possibility of unparity in passenger transportation by Ukrainian companies.

The parties agreed that in the event that a Montenegrin carrier refuses to carry out the route, then the Ukrainian company can service this route independently.

Liberalization of freight transport, i.e. the possibility of transportation without the need for special permits is available in up to 36 countries, including the countries of the European Union.
