Financing parties during the war: How much did the budget spend?

Analysts from the R&D center YouControl studied the reports of parliamentary parties that received state funding amounting to more than UAH 885 million in 2022 and UAH 753 million in 2023.

YouControl specialists analyzed from the Unified State Register of Political Parties the data of four political forces for 2022-2023 that overcame the 5% barrier in the Verkhovna Rada: “Servant of the People”, “European Solidarity”, “Batkivshchyna”, “Golos”. According to the Law “On the State Budget of Ukraine for 2023” and “On the State Budget of Ukraine for 2022”, 753.4 million UAH and 885.6 million UAH were allocated for party financing, respectively.

Financing of parties

In 2022, state funding of the political party “Opposition Platform – For Life” was stopped due to the ban on its activities. However, in January 2022, the party still managed to receive 25% of the total amount of state funding – UAH 33.2 million.

“Servant of the People”

The total amount of receipts to the accounts of the “Servant of the People” party for 2022−2023. amounted to UAH 1.2 billion. The largest payment in one amount from the account of the Servant of the People party during the period under study was UAH 130 million to finance the Armed Forces of Ukraine in 2022.

By the end of 2023, the Servant of the People party has no financial obligations. In 2022, the amount of debt amounted to just over 49 thousand UAH, which is the smallest figure among all the analyzed parties.

European Solidarity

The total amount of receipts for the analyzed period was about 303 million UAH The total amount of payments for the same period amounted to more than 385 million UAH.

“Fatherland”

The total amount of receipts to the accounts of the All-Ukrainian Association “Batkivshchyna” for 2022–2023 amounted to UAH 168.78 million. The total amount of obligations of “Batkivshchyna” by the end of 2023 was UAH 8.12 million. The ten largest counterparties of the party in terms of the amount of debt account for about 69% of the total amount of debt.

“Voice”

During 2021 −2023 state funding of the party was suspended because the NAPC revealed a violation.

However, at the end of 2023, the parties resumed state funding. According to spending.gov.ua, in the first quarter of 2024, the party received almost 29 million UAH from the state. The total amount of funds received for 2022−2023 amounted to more than 200 thousand UAH. Thus, 16% of this money were contributions from individuals: about 56 thousand UAH in 2022 and 52.5 thousand UAH in 2023.
