Rada supported simplification of trade in used cars

The Verkhovna Rada adopted as a basis bill No. 9083, which provides for the deregulation of the used car market in Ukraine. This was reported by the head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Danilo Getmantsev.

According to the explanatory note to the document, it was developed with the aim of improving trade in vehicles that are subject to state registration in the service centers of the Ministry of Internal Affairs through business entities engaged in wholesale and retail trade in vehicles and registered with the Main Service center of the Ministry of Internal Affairs.

As Getmantsev noted, the used car market before the war amounted to 1.7 million cars per year. In 2023, 780 thousand of these vehicles were sold. This year 1.5 million is expected and only 2.5% of this is sold in white goods, from which the budget receives an average of 19.8 thousand UAH.

“But there is a hindrance to the operation of the white market. Requiring additional registration of a car with an intermediary with a bunch of unnecessary certificates. The abolition of the senseless state registration of used cars by a trading organization on its own, even if it buys them as goods for further resale, will be the key to withdrawing from the shadow of the market, expanding the activities of white auto traders and eliminating schemes due to which the budget receives less taxes,” – noted the deputy.
