It is noted that the parties discussed the current state of the financial system of Ukraine, priority state budget expenditures for the current and 2025 and the use of frozen Russian assets for the needs of Ukraine.

“Thanks to the attracted financial assistance from international donors from the first days of a full-scale war, the Ukrainian government was able to timely and fully finance priority budget expenditures.

Germany is a reliable partner of Ukraine in the military, financial and humanitarian spheres. As Minister of Finance, I am particularly grateful for the direct budget support totaling €1.6 billion, of which €1.3 billion came in the form of grants. This made it possible to avoid additional debt burden on the financial system of Ukraine in conditions of uncertainty,” said Marchenko.

According to him, the unconditional priority is the timely provision of expenditures for the security and defense sector. At the same time, the support of partners is crucial for financing the social, humanitarian sphere and rapid restoration, in particular, of critical and energy infrastructure, he added.

The ministry emphasized that frozen Russian assets should become an auxiliary resource for Ukraine in economic recovery and stable financing of priority budget expenditures for 2025 and beyond.

“Against the backdrop of systematic Russian energy terror, we especially value Germany’s support in ensuring the stability of the energy sector and the smooth passage of the heating season.

< p>In particular, within the framework of projects of the European Bank for Reconstruction and Development (EBRD) and the Credit Institution for Reconstruction (KfW), Ukraine received from Germany more than 220 million euros in grants, loans and guarantees for the needs of the energy industry,” Marchenko added.
