On May 10, the Cabinet of Ministers approved the Procedure for maintaining the Unified State Register of Conscripts, Military Personnel and Reservists, and also regulated the work of the electronic military service office. This was announced by government representative in the Verkhovna Rada Taras Melnichuk.

“The procedure establishes procedures for the collection, storage, processing and use of information from the Unified State Register of conscripts, military personnel and reservists, and also determines the procedure for checking the validity of military registration documents by consular officials of foreign diplomatic institutions of Ukraine, clarifying the personal data of military personnel and reservists,” wrote Melnychuk .
The government's decision also regulated the issues of information exchange for the Unified State Register of Conscripts, Military Personnel and Reservists with information and communication systems, registers (including public ones), databases (banks) of data of central executive authorities.
In addition, The Cabinet of Ministers has determined the procedure for electronic identification in electronic accounts, the list of information displayed in them, as well as the list of services provided to conscripts, military personnel, and reservists through electronic accounts.
The procedure was approved in accordance with Article 5 of the Law “On the Unified State Register of Conscripts, Military Personnel and Reservists” and Article 20 of the Law “On the Legal Regime of Martial Law.”
Register “Obereg”
Remember , thanks to the “Obereg” registry, it is possible to automatically verify people without the participation of those liable for military service themselves. In particular, it will be clear that a certain person did not update the data.
Also, with the help of the register of persons liable for military service, conscripts and reservists “Oberig”, an electronic military registration document will be generated, which will be in the application for those liable for military service and will have the same legal force as a paper one.
The Ministry of Defense has established interaction with the Ministry of Digital Development, to create such an electronic military registration document. Deputy Minister of Defense for Digitalization Ekaterina Chernorenko stated this in comments to DOU.
She added that this will be convenient for both military personnel and TCC employees.
As Ekaterina Chernogorenko noted, in the “Oberig” register there is “a separate field about the status of serving a subpoena on a person – when it was served and what the status is.” At the same time, notification of those liable for military service occurs only in accordance with the law in person and certified by signature. “All other methods are not yet legal,” she emphasized.
Obereg continues to expand interactions with other state registries. In particular, now with six:
- register of the State Tax Service; register of State registration of acts of civil status; the register of the State Judicial Administration; register of the State Border Service; register of the Ministry of Education; register of the State Migration Service.

The “Ministry of Finance” wrote that on April 2, President of Ukraine Vladimir Zelensky signed the law on the electronic account of those liable for military service.
The electronic account of those liable for military service should be operational from May 18.
On April 16, Zelensky signed bill No. 10449 on mobilization. The law comes into force on May 18 and stipulates that men aged 18-60 years are required to update their credentials in the TCC, administrative services center (TSNAP) or in the conscript's electronic account within 60 days.
