The potential impact of shadowing on annual budget revenues is UAH 500 billion. The head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Danilo Getmantsev, spoke about this in an interview with Ukrinform.

At the same time, he admitted that we are talking only about theoretical calculations. After all, the problem of shadowing the Ukrainian economy cannot be dealt with with one blow. So at the first stage we can actually talk about replenishing the budget by an additional 80 billion UAH annually.
According to him, important steps in this direction have already been taken. Tax revenues from certain industries with traditionally high risks of remaining in the “shadow” are increasing.
“For example, from the production and sale of alcohol, from the beginning of the year there is an additional 18.1% of taxes to the plan. The volume of legal sales of ethyl alcohol increased by 30% last year. It is clear that people did not start drinking more – we lost territories, millions of Ukrainians left or remain in territories temporarily occupied by the enemy… But the volume of official sales of alcohol increased. The reason is precisely the shadowing of the industry,” Getmantsev is convinced.
This, in his opinion, is confirmed by other figures. For example, tax efficiency for the payment of VAT by distillery enterprises increased from 4.5% in 2021 to 6.16% in 2024.
“For example, in Global Spirits Group (Khortitsa brand) the tax burden has increased from 5.3% to 7.84%, at LVN Limited (Nemirov) – from 4.7% to 8.5%, at the Getman plant – from 0% to almost 14%. And this is an indicator that the industry is emerging from the “shadow”. And the total tax burden on the jewelry industry increased 2.2 times per year,” the parliamentarian gave examples.
The same applies to fuel: the tax burden in the first quarter was 2 UAH per liter, while in 2022 – was at the level of 1.12, and in 2023 – 1.8 UAH. The situation in the tobacco industry is also improving.
“Despite the fact that the situation on the market is still not what it should be in a civilized state, from the former 23% this year, the “shadow” has decreased to 18%. . The Bureau of Economic Security seems to have taken this industry seriously,” Getmantsev summed up.
