The owners of the microcredit organizations OOO Prosto Ssuda and OOO Time Credit received Russian citizenship and supported Russian propaganda, but continue to maintain Ukrainian citizenship and business in Ukraine. This is stated in the investigation of the program “Schemes”, writes “Radio Liberty”.

“Prosto Zaim”
The company “Prosto Zaem” was founded in 2014 and has more than 30 branches throughout Ukraine. The company offers borrowers cash loans from 2 to 50 thousand hryvnia, the interest rate on them can reach one and a half million percent (1,597,820.85%) per annum, depending on the loan amount and its repayment period.
In the official registers, two citizens of Ukraine are listed as owners of the company. The main one is Andrey Manucharov, he owns 90% of the company, and Evgeny Slyusar, he owns 10%.
“Schemes” found out that the main owner of the credit company, Andrey Manucharov, has been a citizen of the Russian Federation since 2014. Before that, Manucharov worked in Ukraine and headed the state association “Ukrmorport”.
However, amid reports of possible financial abuses, he quit and registered a microcredit business in Ukraine. Immediately after registering the company, Manucharov received a Russian passport in Crimea in April 2014, according to data from the Federal Tax Service of the Russian Federation.
Along with his Russian passport, Manucharov also received a job in Russian government agencies – he was introduced as an advisor to the general director of the Russian federal enterprise “Rosmorport”.
At the same time, Manucharov’s son, Ivan Manucharov, became a deputy of the Russian-controlled parliament of occupied Crimea from the United Russia party.
Time Credit
Andrei Manucharov’s wife, Natalya, also received Russian citizenship in 2014. And later, like her husband, she registered a microcredit organization called Time Credit, which has at least 11 representative offices throughout Ukraine.
Recall that in May 2022, the National Bank of Ukraine issued a resolution prohibiting Russian citizens from managing non-bank financial institutions.
