Scandal with the restoration of “Okhtadet”: the Ministry of Health calls for additional audits of the tender

The Ministry of Health has contacted law enforcement agencies to conduct additional checks of the tender for the repair of the damaged building of the Okhmatdet hospital. This was reported by Health Minister Viktor Lyashko.

He noted that from the moment the contract is signed with the contractor company, a public report will be published every day to inform people what the money they have collected is being spent on.

“I personally and my team are doing everything to ensure that the process is absolutely transparent,” Lyashko assured.

Lyashko also stated that today, August 2, everyone will have the opportunity to ask all the questions.

“I invite you to do this at Okhmatdet at 2:00 p.m., where I will be present together with the management of Okhmatdet and the Foundation,” Lyashko urged.

Scandal with the restoration of Okhmatdet

The State Budgetary Institution “Ohmatdet Charity Fund” selected Bud-Technology LLC as the winner of the tender for the repair of the hospital building, which was damaged by missile attacks in July.

According to Nashi Dengi, out of 14 participants in the competition, this was the third most expensive offer, amounting to UAH 307 million (excluding VAT).

A dozen other participants offered to complete the work significantly cheaper – from UAH 42 to UAH 286 million. However, the customer did not negotiate with any of them, without explaining its decision.

Of the ten cheaper proposals, no less than seven contained fully completed commercial proposals indicating prices for various types of work.

Okhmatdyt notes that “the competitive selection carried out is not a tender within the meaning of the Law of Ukraine “On Public Procurement.” , but is a private competition organized with the goal of open and fair use of funds donated by citizens.”

However, Okhmatdyt did not provide any explanation for ignoring cheaper offers.

The State Budgetary Institution “Ohmatdet Charitable Foundation — Healthy Childhood” categorically denies all accusations of non-transparency and dishonesty in the use of funds collected for the restoration of the Ohmatdet NDSLC building.

According to Nashi Dengi from the competition participants, the following firms were selected for the final: “DAK” (310 million UAH) from the “Altis” group of Oleksandr Glimbovsky, “Bud-tekhnologiya” (307 million UAH) from the Sensar group of the Zaporizhia developer Mark Marchenko, and “Mega Profit Group” (220 million UAH) of Oleksiy Lomakin and Yulia Kuzmenko.

The client's working group held online meetings with these firms. Mega Profit Group was rejected due to unknown suspicions regarding its tax documents. DAK was rejected due to Glimbovsky's scandalous reputation.

The client entrusted the Stolichny Pravovoi Fond firm to conduct a “legal analysis of the winner on the subject of virtue” and ultimately chose Bud-Technology as the contractor.

“The winner's largest expense items were for the repair of Reynaers façade composite panels (the large dark ones in the photo of the building) and the finishing of the interior walls with HP panels. Each of these items in Bud-Technology costs more than 100 million UAH. At the same time, the price of these works is twice as high as that of cheaper participants in the competition,” the publication wrote.

A square meter of Reynaers façade composite panels from Bud-Technology will cost UAH 37.56, Riola-Module Ltd. offered to install them for UAH 21.72 per square meter, and Mega Profit Group – for UAH 17.53.

Also, the company “Riola-modul”, which carried out the construction of this building, in its tender offer (179 million UAH) reported that after the missile strike it had already managed to carry out free repairs of the so-called “clean rooms” (operating rooms, etc.). The structures of the walls and ceilings had already been partially replaced, the linoleum was damaged. This indicated that the volume of repairs for the money of philanthropists could already be overstated.

“Bud-tekhnologiy”

LLC “Bud-technology” with an authorized capital of 5 thousand hryvnia is registered in Zaporizhia. It did not participate in state tenders. As experience in performing similar work, the company downloaded a contract with LLC “Kram-invest” for construction work on a clinic in Zaporizhia at 27 Svyatoi Mykolay Street.

From the public announcement about the construction of the Zaporizhia clinic “UniClinic”, it is known that it was implemented by the Zaporizhia developer company “Sensar” of Mark Marchenko.

Currently, the owner and director of Bud-Technology is Vasyl Kobyz, registered in the village of Bratskoye in the Zaporizhia region. According to NGL.media, Olga Shalenna was previously its director.

She is the mother of Yevgeny Shalenny, a long-time partner of Mark Marchenko. The Zaporizhia Investigation Center calls Yevgeny Shalenny “Marchenko's manager”.

Since 2015, Mark Marchenko and Yevgeny Shalenny have been developing a local cell of the Samopomich party in Zaporizhia, headed by Lviv Mayor Andriy Sadovyi. At the same time, Marchenko's business partner was the brother of the deputy mayor of Zaporizhia.

In 2017, Marchenko was detained for fictitious acts of completed construction work in Zaporizhia and Melitopol in the amount of 87 million UAH. “Samopomich” publicly defended the businessman, calling the case “pressure on a political force.”

In 2022, it turned out that “Bud-Technology” and “Sensar” had land in a green suburb of Lviv, allegedly for the construction of a rehabilitation center for ATO soldiers. However, it turned out that 99% of the development area was to be occupied by a shopping and entertainment center.
