The Cabinet of Ministers on February 25 allowed enterprises that had not yet managed to confirm criticality and transfer employees to do this until March 31. Before this date, the booking of employees of such enterprises will remain in force. This is stated in the message on the website of the Government Portal.

In addition, enterprises that have updated the status of criticality can book employees before April 1 without a 72-hour data processing, which significantly accelerates the process.
“The government continues the transition period of updating the status of critical enterprises until March 31, leaving current decisions on booking by the current ones. Due to the difficulties caused by Russian cyberats at the beginning of the year, we continued the opportunity to also submit documents for updating criticality and transfer employees. It is important for us that everyone who needs additional time receives this opportunity. Booking is an important component of the effective work of the economy, because the analyst shows that 12% of enterprises have the status of critical, but they brought 67% of the income of all enterprises in the country in 2022–2023, ”said Yulia Sviridenko, Minister of Economy of Ukraine
How to submit an application for reservation through “Diya”
You can submit an application for booking workers only through the Diya portal. This means that the heads of enterprises no longer need to execute paper orders – the process is completely in electronic format. Important: if the employee has already been booked, before submitting a new application, preliminary booking must be cancel.
- Logue on the Diya portal. Choose the service “Booking of employees” and click “submit an application.” Enter the necessary data of employees. Confirm their level of wages. Check and sign an application (this must be done by the head of the enterprise or an authorized signator). Expect the result – a message about the consideration of the application will be received by e -mail and the portal Diya.
The confirmed booking is displayed in the application reserve+. If the reservation is provided after updating the status of a critical enterprise, it will act for the period of criticality – up to 1 year.
The status of a critical enterprise
the status of a critically important enterprise can receive companies that meet three criteria defined by the government. Two of them are required:
- The average salary of employees is at least 20,000 UAH; lack of debt on taxes and ERUs.
The third criterion of the enterprise can choose one of the following:
- payment of taxes and fees over 1.5 million euros per year (equivalent in hryvnias); currency revenues over 32 million euros per year (except for loans and loans); strategic importance for the economy and security of the state (determined by the government list, PKMU No. 83 of 03.03.2015); important for a separate industry of the economy or territorial society (criteria are determined by the relevant state bodies, ova); The status of a resident of Diya supply of electronic communication services with a certain level of income.
How to get the status of a critical enterprise
- to determine the profile body (the Ministry of Energy, the Ministry of Construction, Ministry of Agricultural Policy, etc.). Prepare and submit documents (financial reports, salary certificates and tax discipline). Submit an application to the relevant authority and wait for the decision (up to 10 working days).
