First mortgage loans issued in Ukraine using housing certificates “eVidnovlennia”

In Ukraine, mortgage loans have been issued under the preferential lending program “eHome”, in which housing certificates “eVidnovlennia”, issued for destroyed housing, are used to pay the first installment. This was reported by the press service of the Ministry of Economy of Ukraine. This opportunity appeared thanks to changes adopted by the Cabinet of Ministers on August 16, 2024, which came into force only now.

First loan

The first to take advantage of the new opportunity was Valeriy, a bank employee with the status of an internally displaced person (IDP). He lived with his family in Irpin, but his building was completely destroyed during the Russian invasion in 2022. In November 2024, Valeriy received a housing certificate “eVidnovlennia” in the amount of 2.1 million hryvnia. He recently purchased a two-room apartment of 62.6 square meters under the “eHome” program in Irpin. Valeriy used the housing certificate to purchase the apartment, and received the remaining amount – 1.9 million hryvnia – in the form of a preferential mortgage loan.

Second loan

The second recipient of the loan was also an internally displaced man. He used the program to purchase a 59-square-meter apartment in a new building from a developer in Kyiv. To do this, he used the “eVidnovlennia” certificate in the amount of 1.76 million hryvnia, and also took out an “eHouse” mortgage loan in the amount of 1.34 million hryvnia.
