In accordance with the Ukrainian law “On mobilization preparation and mobilization”, males who are subject to conscription and who fail to appear at territorial recruitment centers upon summons without a valid reason may be fined.

The fine is 3,320 hryvnia for the first violation and 5,500 hryvnia for a repeated violation. However, the question remains open of how these fines will be collected from citizens who have no income and property. Experts offer several possible options. There are appropriate methods for collecting fines:
Confiscation of property
If the debtor acquires property in the future, it may be subject to a fine was imposed. This means that as soon as the defaulter has financial resources or property, bailiffs will be able to seize it to cover the debt.
Administrative seizure
If it is impossible to collect a fine through property, the debtor may be arrested for up to 15 days. This option is used as a last resort when other methods have failed.
Public work
The debtor may be required to perform free public works for the benefit of the community. This may include cleaning the area, repairing public buildings and other useful activities.
Ban on traveling abroad
The defaulter may be prohibited from leaving the country until the fine is paid. This restriction is intended to prevent attempts to evade responsibility by traveling abroad.
It is important to emphasize that the final decision on the method of collecting a fine is made by the court, taking into account the individual circumstances of each case.
Exemption from fines
There are certain categories of citizens who are exempt from fines for failure to appear at the TCC:
- men with three or more children under the age of 14;
- men raising a disabled child on their own;
- men whose wives are in military service ;
- men with disabilities.
These exceptions take into account the difficult life circumstances and social responsibility of these categories of citizens.
