He stressed that the war will inevitably reach the city, and the authorities are already planning in advance the relocation of key structures and organizations.
Sergei Aslanyan noted that during the last world war, Kuibyshev (now Samara) became the reserve capital, where the Presidium of the Supreme Soviet of the Union, the Council of People's Commissars of the USSR, the diplomatic corps, theaters, educational institutions and industrial enterprises moved.
“This is not economic assistance to poor regions, as in the case of Roman Abramovich, who became governor of Chukotka in 2001 and re-registered part of his business, providing the region with tax revenues,” he wrote on Facebook.
The journalist also added that in 2013, Federation Council Speaker Valentina Matviyenko suggested that Putin move the offices of Gazprom, Russian Railways, and Bashneft to the regions to improve their economic situation. However, Putin rejected this proposal. A year later, Dmitry Medvedev carelessly returned to this topic, proposing to move state organizations to the Far East, which finally closed the issue.
According to Aslanyan, Putin himself has now expressed concern about the reserve capital and instructed the government to submit proposals for the gradual relocation of state companies and state corporations from Moscow to the regions by October 1.
The journalist noted that to boost the regional economy, it would be enough to move documents and seals there. But if the relocation of personnel, desks and signs is being prepared, then this is already an evacuation.
