A new type of rental will appear in Ukraine: prices will be significantly lower

A new type will soon appear in Ukraine rent – social rent.

It is noted that this type of housing will be owned by local communities, and the rental price will be significantly lower than the market price. In some cases, tenants will even be able to buy this housing.

Elena Shulyak, Chairperson of the Verkhovna Rada Committee on State Authority, Local Self-Government, Regional Development and Urban Development, reported that the parliament plans to introduce this new rental format, which could significantly change the situation on the housing market.

This practice has already been successfully used in Poland, Hungary, Germany and other EU countries. For example, in Finland, half of the rented housing is social, in Denmark – 20%. In Ukraine, this figure is only 1.5%.

“The emergence of such social housing in Ukraine would, firstly, significantly change the rental market situation. Since its rental prices will be lower than the market prices, private players will be forced to reconsider their “ceilings”, sometimes taken from the reference book. Secondly, social rent will be done exclusively “legally”, and this will mean safety for tenants,” Shulyak explained.

Social housing will include three categories of properties:

1. Multi-storey buildings already owned by communities, often in need of repair and restoration.

2. New multi-storey buildings that will be built using funds from international partners.

3. Multi-storey buildings that will be erected in the future using income from social rent.

It is noted that an inventory of all properties owned by communities will be conducted to create this fund. In addition, international partners such as the European Investment Bank are ready to allocate 200 million euros for this.
