Ukraine to abolish subsistence minimum: head of Ministry of Social Policy reveals details

The Ministry of Social Policy of Ukraine believes that the current subsistence minimum does not meet the real needs of citizens.

In connection with this, it is planned to replace it with a new form of support – basic social assistance, the amount of which will depend on the composition of the family. Minister of Social Policy Oksana Zholnovych reported that the ministry is working on a bill that is being discussed with central government bodies.

«Today, the formally declared subsistence minimum is not enough to meet a person's needs. It does not take into account how a person lives. And we live in households. A single person needs a little more money than a household of, for example, six people. If there are children and adults, then this is a different reformatting … We want to move away from the subsistence minimum. Fines, official salaries, etc. are tied to this. It is very important for us to separate this,», — the minister said. 

According to the proposed changes, if only one of the spouses works in a family, and the other takes care of the house, this will not be grounds for receiving unemployment benefits. The state believes that such a choice is a family decision, and the income of one working spouse can be sufficient to support it.

The ministry also intends to simplify the system of social benefits, especially for people with disabilities, for whom there are about 100 different types of benefits. Instead of many payments, it is proposed to introduce two key ones: one for those who are temporarily faced with poverty, and the second – for caring for people who have lost their ability to work.

She noted that the introduction of basic social assistance will be a step towards replacing the outdated subsistence minimum and will provide more adequate support to needy citizens.
