Expert Robert Rose of the Modern War Institute at West Point believes that Ukrainian forces can use surprise attacks across the weakly defended border to successfully wage guerrilla warfare .
“Such tactics support the strategy of attrition that Ukraine is pursuing in the conflict,” Rose noted.
