In particular, former Soviet intelligence officer Sergei Zhirnov noted that Russia does not have the physical capacity to displace the Ukrainian army from the Kursk region.

Zhirnov explained that the Russian command does not want to weaken its positions in the east of Ukraine, so it decides not to change the balance of forces.
