Ukraine has introduced a new rule for buying a car: you will need another document

Yesterday October 1st The Cabinet of Ministers of Ukraine has adopted a new resolution that simplifies and improves the procedure for commission trade in vehicles.

It is reported that from now on, for When concluding a purchase and sale agreement, it is mandatory to present a document confirming the average market value of the vehicle.

Also withAccording to the resolution, the sale of more than one vehicle during the year will be taxed. If it is the second passenger car – the tax will be 5%, for the third or more – 18%. It is noted that the first sale is exempt from tax.

3Deputy Minister of Internal Affairs of Ukraine Bohdan Drapyaty explained that an important change is the requirement to provide a certificate of the cost of the car at the service centers of the Ministry of Internal Affairs. This will avoid understating the cost of vehicles, which was previously used by some trading organizations. It is expected that the innovation will increase revenues to the state budget and ensure market transparency.

“For example, if a person sells a second passenger vehicle of the year at a service center of the Ministry of Internal Affairs, then with a certificate of average market value it will be assessed at UAH 450,000, and the 5% tax will be UAH 22,500. But a trading organization assesses not on the basis of an official document, but “from the seller’s words”, for example UAH 15,000, and pays a tax of UAH 750. Moreover, the cost of a premium car for UAH 15,000 is not an allegory, but a reality,” — he explained.

Thus, the new regulation is intended to balance the vehicle market and create equal conditions for all participants.
