It has become known that new rules for serving summonses by mail have come into force in Ukraine on October 8, 2024.

It is noted that the resolution, published on the official government website, significantly reforms the process of transferring documents marked “Summons of the TCC. The updated requirements concern the methods of delivery of such notifications and have legally significant consequences for citizens receiving summonses.
Now, recommended letters containing summonses must be delivered personally to the addressee at his place of residence. If the person cannot be found at the address specified in the database, the postal worker has two alternative options:
- call the addressee at the registered phone number to notify about the need to pick up the letter;
- leave a written notice in the mailbox with instructions to pick up the summons from the post office within three working days.
If the citizen does not appear at the office within the specified period, the postal worker records the absence of the addressee with a mandatory mark on the form. This mark is certified by the employee's signature and the imprint of a special postal device used to document the completed transaction.
An important nuance is that no later than the next working day, the summons is returned to the sender (TCC), which may affect further legal steps.
