A representative of the RTCC reported that the RTCC employees are directly involved in drafting documents.

The territorial recruitment center does not create lists of people who can be the first to receive summonses by mail. Some algorithms for adding military personnel to notification lists are being developed at the initiative of the Ministry of Defense. This means that they, using the Obereg system, determine who should be notified.
“Our competence includes practically only the formation of these summonses. Record them or approve them with an electronic signature, and then they are sent to the addressee in a certain chain,” he emphasized.
Oleg Korotchenko, head of the administrative department of the district territorial recruitment center (RTRC) in Kyiv, also added that according to the analysis, summonses are now received by both those who clarified their data through the Reserve, and those who did not contact the RTRC and SP. In the process of sending summonses by mail, the main tasks of the TCC are their formation, approval using an electronic signature and transmission, and then control over the appearance of conscripts.
Korotchenko noted that after receiving a summons at the post office, a conscript must fulfill the requirements specified in it.
It also became known that Zelensky was given an ultimatum to the TCC: an insider revealed what conversation took place.
