On Tuesday, On October 22, Ukrainian President Volodymyr Zelensky signed Decree No. 732/2024, which provides for the liquidation of medical and social expert commissions (MSEC) from December 31, 2024.

According to the decree, the Cabinet of Ministers, together with the Ministry of Health, must, within a month, develop and submit to the Verkhovna Rada for consideration a bill on amendments to the legislation on reforming the system of medical and social expertise in Ukraine. This document must provide for the liquidation MSEK from December 31, 2024.
The decree also notes that the Office of the Prosecutor General, the SBU, the State Bureau of Investigation, the National Police of Ukraine and the NABU must report within one month on the measures taken to identify violations in establishing disability for officials. Following such inspections, the said bodies must make personnel decisions.
The document also provides for changes to the Criminal Code of Ukraine, which would define the chairman and members of medical and social expert commissions as subjects of criminal liability for illegal enrichment.
A new Ministry may also appear in Ukraine: it became known that the Rada supported it.
