Ukrainian The state is taking a new step towards digitalization, offering military-liable citizens the opportunity to apply for a deferment from mobilization online through the Reserve+ application.

The innovation was announced by Kateryna Chernogorenko, Deputy Minister of Defense of Ukraine for Digitalization, on air of the national telethon. According to her, with the help of “Reserve+”, citizens will be able to get a deferment from mobilization, which will eliminate the need for offline visits and simplify access to military documents.
As Chernogorenko stated, from November 2024, conscripts will be able to apply for a deferment through the application, sending a request in just a few clicks.
The Reserve+ functionality is a simplified system for submitting a request for a deferment. Thanks to integration with state registries, the application can instantly check and confirm the status of a conscript, reducing the likelihood of errors and speeding up the receipt of the service.
After sending a request, if the user's conscript status meets the conditions for a deferment, the confirmation will be added to the electronic military registration document directly in the application. This approach significantly speeds up the process: according to Chernogorenko, the deferment is “shipped” almost instantly, after passing the check.
The new solution will be a significant step in the digital transformation of the Ukrainian army. According to representatives of the Ministry of Defense, this initiative responds to the challenges of modern life and makes interaction between citizens and government agencies faster and more convenient.
“Electronic deferments from mobilization will free Ukrainians from the need to personally visit military commissariats, stand in lines and waste their time. This will simplify the lives of thousands of citizens, optimizing processes and eliminating red tape,” Chernogorenko emphasized.
Electronic deferments will become available in the “Reserve+” application in November, but at the first stages the service will be provided to a limited number of users. The system is currently being actively tested by specialists from the Ministry of Defense to ensure high quality and reliability of the new service.
