Which Ukrainians are the first to receive summonses: Shmygal's statement

Prime Minister Ukraine's Denis Shmygal said at the Kyiv International Economic Forum that the “fight or work” principle announced by the government has already begun to operate.

According to him, the majority of summonses generated through the Oberig system, namely 98%, were sent to citizens who are not officially employed or work unofficially.

Shmygal explained that the Oberig system primarily sends summonses for mobilization to those citizens who do not pay taxes, since this principle is based on the involvement of such military personnel in defense.

“This principle has already been introduced. Today, 98% of the summonses sent out, which are already generated through the Oberig registry, are sent to people who do not pay a single hryvnia in taxes and are not registered anywhere. Priority in mobilization today is given to people who do not work, the unemployed. Accordingly, the basis of this principle has already been implemented. Only two percent of summonses over the past two months were sent to people who work,” he emphasized.

It is worth noting that President Volodymyr Zelensky first voiced the principle of “you either work or fight” in his New Year's address before 2024, emphasizing that one cannot remain aloof from what is happening. In August of this year, Shmyhal clarified that the implementation of the principle is also aimed at “bringing the labor market out of the shadows” through a number of measures.

It also became known that Ukraine plans to change its approach to mobilization: the Verkhovna Rada named three scenarios.
