Under martial law, TCC workers are obliged to ensure the mobilization of citizens, but their powers are strictly regulated by law.

Tetiana Kozyan, senior lawyer of the company Prikhodko and Partners, notes that actions that go beyond the law may violate the rights of military personnel.
According to the Law of Ukraine “On Mobilization Preparation and Mobilization” and the Resolution of the Cabinet of Ministers No. 560 of May 16, 2024, employees TCCs must adhere to established rules and procedures so as not to violate the legal rights of citizens.
According to her, violations include:
- forced escort citizens without a court decision: allowed only with a court decision and police participation;
- unlawful medical examinations: conscripts with a deferment or recognized unfit, cannot be forced to undergo a medical examination;
- unreasonable use of personal data: all information about military personnel is confidential, and its disclosure is a violation of the law. These rules are the basis for protecting the rights and freedoms of citizens during mobilization.
