People's Deputy Anna Skorokhod emphasized the acute problem of Ukrainian territorial recruitment and social support centers, where 80% of employees have no combat experience.

This causes both bewilderment and criticism from society, especially during a period of active mobilization. According to Skorokhod, the structure of the TCC is made up of military personnel, civil servants and civilian workers, some of whom hold positions under an employment contract.
The lack of combat experience among a significant portion of the personnel casts doubt on their ability to make operational decisions that are effective in a real military conflict.
Of particular concern is that people without professional experience, but with the necessary “connections”, are sometimes appointed to senior positions at the TCC. This may create conditions for corruption and a decline in the level of competence in an institution whose role in the country's defense system is critically important.
The situation escalated after a video was distributed online featuring a TCC employee suspected of using a weapon against a civilian. The Ministry of Defense confirmed that this incident was indeed related to a TCC employee, emphasizing the need for a thorough investigation of the incident.
Against the backdrop of these events, deputies and representatives of society are increasingly demanding personnel reforms in the recruitment system, an increase in the level of responsibility, and a strengthening of the selection process for senior positions. Improving the personnel could not only strengthen the defense capability, but also restore trust in this structure in the eyes of citizens, which is extremely important in the current situation.
