Journalists noted Russian dictator Vladimir Putin's strange behavior during his speech about the Oreshnik attack on the Dnieper.

As noted by the Bild newspaper, on the evening of November 21, Vladimir Putin made a video address, stating that the city of Dnepr had been hit by the latest medium-range missile “Oreshnik”.
